Title: Gap assessment study on the implementation of the provisions of the AfCFTA Competition Policy Protocol

Project Description:
The AfCFTA is the world's largest free trade area, encompassing the 55 member countries of the African Union (AU) and eight Regional Economic Communities (RECs). Its mandate is to eliminate trade barriers, promote intra-Africa trade, and advance value-added production across all service sectors of the African Economy.
Competition in many African countries faces restrictions due to business practices undermining competitive dynamics and government interventions that create obstacles to healthy competition, exacerbated by the absence of competition laws or weak enforcement.
Rwanda has signed and ratified the AfCFTA agreement and is committed to implementing its commitments, including the AfCFTA Competition Policy protocol.
In light of this, GIZ has contracted ECOS to conduct a gap assessment study on Rwanda's implementation of the AfCFTA protocol on Competition Policy. The purpose of this assignment is to prepare an assessment report detailing existing gaps in Rwanda in line with AfCFTA competition policy provisions. The assessment report will propose strategies, implementation modalities, and specific recommendations to address identified gaps and successfully implement all AfCFTA competition policy provisions.

Title: Comprehensive Baseline Survey of LCF 3 projects

Project Description:
The Local Competitiveness Facility (LCF) is a matched grant to support private business partnerships focusing on value chain integration. NGOs, professional associations and technical and vocational education and training (TVET) centres can also be a partner under certain conditions. LCF call 3 will be implemented in 9 districts of Huye, Gisagara, Nyamagabe, Kirehe, Gatsibo, Rulindo, Burera, Nyamasheke, and Karongi. The overall purpose of the assignment is to provide Baseline information for the cash base interventions and support Assessment for the LODA-funded project “The Local Competitiveness Facility (LCF”. The main purpose of LCF is to fund innovative economic partnership projects to enhance pro-poor local economic development (LED).

Project Description:
COPORWA NGO has had a partnership with Norwegian People’s aid /NPA since 2010 through PPIMA Project in Nyaruguru District. The Public Policy Information Monitoring and Advocacy (PPIMA) Project's goal is that Rwanda's civil society organizations and citizens to influence the formulation and implementation of local and national policies and plans. At the heart of the PPIMA project is the community scorecard, a community-driven process through which citizens engage with local service providers, in monitoring and giving feedback on the public services they receive.
The objective of this assignment is to i) conduct a comprehensive institutional needs self-assessment to assess the strengths, weaknesses, and capacity-building needs of COPORWA; ii) provide coaching and accompaniment to COPORWA leadership and staff, and iii) develop and design an institutional strengthening action plan based on assessment findings and recommendations
The scope of work for this consultancy is to assist COPORWA to conduct an institutional capacity self-assessment and develop a capacity-building action plan to increase knowledge and skills in various thematic areas such as internal management, leadership, human resources management, advocacy, and engaging with local and national leaders for issues of the historically marginalized Peoples/HMPs. COPORWA Staff will be empowered to conduct effective advocacy for change, increased citizen voice, community participation, and improved service delivery.
